Uploading a HTML file through Redactor: trying to access it throw a 403 Forbidden

I have to upload a basic html file as an attachment to a blog post. I am using Redactor to upload it to my server and the file is indeed uploaded to the right directory.

When visiting the link on the front site, I get a 403 Forbidden. I don't get a 403 when the attachment is a PDF file.

What can I do to ??
