Noob ? - 404 from _cache/css file

The file is in the folder, but it gives a 404.

http://dev.brodytheater.com/

The css file: dev.brodytheater.com/_cache/css/brodytheater.css gives a 404, so the styles don't show.

I can't even navigate directly to it in a browser. I don't see any .htaccess files anywhere.

I am taking over this site from another developer and am totally new to Statamic, but not to php.

Can anyone help point me to a resolution? Thanks.
