Pull Posts From Multiple Collections while Removing Latest One From Each

I'm pulling the latest 12 posts from three collections (rural-life, arts-and-culture, sports-and-health). I would like to remove the latest one from each collection. Right now I'm using offset="3", which removes the latest 3, however, one collection may have two or more posts newer than the rest.
