storage file permissions

I'm having some issues with log files here. You see, when I run the application, everything works normally and the file below is created normally.

However, now I'm trying to create a new website using the following command

php please clear:site

and I end up having permission issues because php is actually run as the current user and not as the apache user. If I get rid of the log file, then things end up failing further along because then "please" cannot write to the file

Basically, if all the files created in the "local" directory were created with 664 permissions instead of 644, then things would work perfectly since I'd just have to put the current user in the same group as the apache group. But I have no idea how to do this. Can anyone help me?
