Mod Rewrite & FileInfo Extension

My client created a page and all Statamic shows is a white screen and a 500 error.

According to my logs I have an error: Your PHP config is missing both finfo_file() and mime_content_type() functions.

And my check file confirms it.

Here is my phpinfo page

Is this what is causing my blank screen? I'm on site5 and I never ran into this before.
