trouble figuring out nav tag and `from`

Hello,

I'm trying to build a multi-level nav and having trouble working out what tag structure I need. Here's what I want:

SOLUTIONS | CUSTOMERS | ABOUT | CONTACT
solution 1 | solution 2 | solution 3

Where the second line contains links to the pages in the Solutions folder.

I've tried using from, both with and without include_content="true", but I just get an empty list element with no items. I've also tried prefixing the folder name with a slash. I've seen some questions here which suggest using entries to solve this problem, but it seems to me that the from option simply isn't working as the docs lead me to believe it should. I'd be grateful if someone could point out what I'm missing!
