Simple Statamic Toolbar

The toolbar now works without Alpine.js or Tailwind CSS, with its JavaScript published automatically as a separate, cache-busted asset.

• Add accessible expand/collapse controls and preserve the toolbar preference between pages.
• Respect published toolbar template overrides.
• Fix Control Panel links when Statamic is hosted in a subdirectory.
• Support mixed-case closing body tags while preserving embedded script contents.
• Run PHP and JavaScript tests in GitHub Actions for Statamic 5 and 6.

Added Statamic 5 compatibility

Now, zero config is needed to add to the project; all styles are bundled with the package. Made the toolbar's collapse/open state persist.
